Al-Qaeda Bombmaker Sought in Cargo Plot Linked to Christmas

image The maker of the explosives discovered aboard air-cargo services last week may have also supplied devices that targeted a U.S. airliner on Dec. 25 and a Saudi Arabian prince in August 2009, President Barack Obama’s top counterterrorism adviser said.

“The indications are right now, based on the forensics analysis, that it’s an individual who has been responsible for putting these devices together,” John Brennan said yesterday on ABC’s “This Week,” without naming the suspect. The bombmaker “is a very dangerous individual, clearly somebody who has a fair amount of training and experience,” he said.

Authorities are focusing on Ibrahim Hassan al-Asiri, the al-Qaeda bombmaker behind plots to blow up a Northwest Airlines flight and to kill the prince spearheading Saudi Arabia’s antiterrorism effort, said a U.S. official who asked not be named because the investigation isn’t complete.

Homeland Security Secretary Janet Napolitano told CNN Oct. 30, that the devices discovered last week appear to contain PETN, the same explosive substance found in the underwear of Umar Farouk Abdulmutallab, who allegedly tried to take down the Northwest airplane.

The packages found last week in the U.K. and Dubai, both originating from Yemen and bound for Jewish synagogues in Chicago, triggered an examination of three United Parcel Service Inc. planes Oct. 29 and confiscation of a FedEx Corp. parcel. Both companies halted service from Yemen.

Sophisticated Bombs

The UPS bombs were sophisticated in their construction and in the way they were concealed, Brennan said yesterday on “CNN’s State of the Union.”

Investigators have to “presume” other devices may still be out there, though there is no specific evidence, Brennan told NBC’s “Meet the Press.”

Yemeni security forces yesterday released a woman who was arrested with her mother on suspicion of attempting to send two parcel bombs, local NewsYemen website reported, citing the woman’s father.

Authorities had taken the daughter into custody in Sana’a, the capital of Yemen, the defense ministry said in a mobile- phone text message two days ago. Abdulrahman Barman, a member of the National Organization for Defending Rights and Freedom, a Yemeni human rights group who said he represents the suspect, identified the younger woman as 22-year-old Hanan al-Samawi, an engineering student at Sana’a University.

Hundreds of Sana’a university students protested in solidarity with their arrested colleague. The students who gathered at the gate of the university said al-Samawi is innocent and has no connection with any suspicious groups.

Al-Qaeda Suspected

The attempted bombings appear to be the work of al-Qaeda in the Arabian Peninsula, the Yemeni branch of the international terrorist organization that took credit for the Sept. 11, 2001, airplane hijackings in the U.S., Brennan said.

The sophistication of the bombs “shows that it was an al- Qaeda in the Arabian Peninsula effort,” Brennan said on the ABC program. “It’s not just these two individuals. We’re looking for a lot more.”

The parcel intercepted in Dubai included a computer printer with explosive materials hidden inside the ink cartridge and an electric circuit connected to a mobile phone’s SIM card, the United Arab Emirates’ state-run WAM news agency said, citing a statement from Dubai police.

Mobile-Phone Detonator

One of the two intercepted packages was set to be detonated by a cell phone and the other by a timer, said a U.S. official who spoke on condition of anonymity because the investigation is continuing. Authorities don’t rule out other potentially lethal packages having been shipped, the person said.

Brennan said authorities are pursuing all leads to find out more about the bombs. Police in Dubai said officials intercepted and defused one at a FedEx facility in the emirate on Oct. 29.

Al-Qaeda in the Arabian Peninsula claimed responsibility for the Dec. 25 attempt by Abdulmutallab, a Nigerian, to blow up the Northwest transatlantic flight, and the Aug. 27, 2009, suicide bombing targeting Prince Muhammad bin Nayef bin Abdel Aziz, the assistant interior minister. The prince suffered non- life threatening injuries from the Jeddah attack.

Authorities also are “looking very closely” at whether the crash of a UPS plane in Dubai in September is related to the cargo-bombs plot, Brennan told “CNN’s State of the Union.”

Obama said he and his top intelligence aides concluded there was “a credible terrorist threat against our country” and pledged to “destroy this al-Qaeda affiliate” in Yemen. The president spoke Oct. 30 about the plot with British Prime Minister David Cameron, according to a White House statement.

Yemen Rejects Intervention

As police surrounded the house of Al-Samawi, the student, Yemeni President Ali Abdullah Saleh held a press conference to declare he wouldn’t accept any outside attempt to deal with al- Qaeda operatives in his country.

“We will not accept any intervention in our internal affairs,” Saleh said. “We do not want anybody to hunt down al- Qaeda, for we will chase down al-Qaeda wherever they are, using our own planes and equipment.”

Yemeni authorities expect to begin screening 100 percent of air cargo leaving the country, Mahamed Abdul-Kader, deputy chairman of the Civil Aviation Authority, told reporters yesterday at a conference in Doha, Qatar.

“We think Yemen is able to handle” security, said Saif al-Suwaidi, director general of the United Arab Emirates’ general civil aviation authority. “This could have happened anywhere,” al-Suwaidi said, speaking at the same conference.

British Response

British Home Secretary Theresa May said Oct. 30 that steps will be taken to stop all unaccompanied cargo entering the U.K. from Yemen after interception of a device at East Midlands Airport the previous day. The package seized was viable and could have exploded on board an aircraft, she said.

The U.K. threat level was at “severe,” though there was no indication “that another attack is imminent,” May said.

Authorities in Yemen were searching for more packages and had examined 24 suspect parcels in Sana’a, the Associated Press reported, citing a Yemeni security official.

The Oct. 29 discoveries triggered examinations of three cargo flights that landed in Philadelphia and in Newark, New Jersey.

Brennan notified Obama about the potential threat at 10:35 p.m. Washington time on Oct. 28, setting in motion a response that included the Central Intelligence Agency, the Homeland Security Department and the Federal Aviation Administration, White House spokesman Robert Gibbs said.

Additional steps are being taken by the U.S. to screen cargo, Obama said in remarks at the White House. Brennan said it is “prudent” to ensure that packages from Yemen are “looked at very carefully, and that’s what we’re doing right now.”

The incident spurred UPS and FedEx to put an embargo on shipments from Yemen. The U.S. Postal Service also suspended acceptance of international mail originating in Yemen.

Bill Clinton Tried to Get Meek to Drop Out

Former President Bill Clinton last week tried to convince Kendrick Meek, the Democratic candidate for Senate in Florida, to drop out of the race – but Mr. Meek changed his mind at the last minute, a spokesman for Mr. Clinton said Thursday evening.

Matt McKenna, Mr. Clinton’s spokesman, said the former president believed that Mr. Meek would not win on Tuesday and was urging him to drop out and endorse Charlie Crist, the state’s governor, who is running for the Senate as an independent.

The back-channel efforts by Mr. Clinton, which were first reported by Politico, were apparently an effort to prevent the state’s Senate seat from falling into the hands of Marco Rubio, the Republican who is leading both of his rivals in the polls.

There had been reports that for several weeks that Mr. Meek was being urged to consider dropping out of the contest. But the Democrat said repeatedly that he was staying in until the end.

“I will not drop out of this race for any reason,” Mr. Meek said at the time.

Mr. Clinton, who is a close friend of Mr. Meek, had come close to convincing him to drop out last week while they were campaigning together across the state, Mr. McKenna said. The pair even came close to setting a date – Oct. 26 — at which Mr. Meek would endorse Mr. Crist and hold a rally.

But the idea fell apart after Mr. Meek changed his mind, Mr. McKenna confirmed.

The negotiations recalled similar efforts by Mr. Clinton to act as a go-between for the White House in trying to convince Joe Sestak to drop out of his primary challenge against Arlen Specter, the Republican-turned-Democratic senator from Pennsylvania.

Politico reported that the White House was aware of Mr. Clinton’s talks with Mr. Meek but did not initiate the discussions.

A Crist campaign spokesman, Danny Kanner, issued the following statement about the report.

“While this story is accurate, the Governor’s focus is on uniting common-sense Democrats, independents, and Republicans behind his campaign because he is the one candidate who can defeat Tea Party extremist Marco Rubio and deliver bipartisan results for Florida in Washington,” the statement said.

Crushers and Rockbreakers

1. Introduction

Hard rock mines use rockbreakers and crushers for two fundamental reasons.

• To facilitate the transport of ore from the mine to the mill.

• To initiate the size reduction process required to concentrate the ore.

Crushers

Only three types of crushers are normally used in the hard rock mining industry.

Jaw crushers

• Gyratory crushers

• Cone crushers

In the crushing circuit, gyratory and jaw crushers are normally employed as primary crushers, while cone crushers serve as secondary or tertiary crushers. Primary crushers normally operate in open circuit while cone crushers operate in either open or closed circuit. (The coarser portion of the product is separated and re-circulated through the crusher in a closed circuit.) In some primary crusher installations, fine-sized material is scalped from the feed before it enters the crusher and reunites with the crushed product after bypassing the crusher (short circuit).

Product Size

In the past, primary crushers provided a product of 4-6 inches (100-150 mm) to feed secondary (cone) crushers. Small modern mines continue with the traditional primary crusher product size that is then directed to secondary and tertiary cone crushers to reduce the particle size enough to permit a single grinding stage.

Medium and large sized mines are typically designed to provide feed directly to an autogenous mill. For this reason, the desired product from the primary crusher has increased to 8-12 inches (200- 300mm) to provide a grinding medium (cone crushers are eliminated). However, the cone crusher has found a new role at some larger mines crushing the coarse fraction of the output from an autogenous mill for subsequent re-circulation. This procedure permits the reduction ratio (ratio between size of feed and product) required of a subsequent ball mill to be kept within practical limits.

Before the advent of the modern rockbreaker, over-size material feeding the primary crusher was a greater problem than it is today and primary crushers were designed largely on the basis of gape (minimum dimension of feed opening) rather than capacity. As a result, typical practice underground was to crush the daily requirement in 1 or 1½ shifts and provide sufficient storage in passes and bins to feed the crusher continuously throughout the operating shift(s).

Rockbreakers enable smaller crushers to be employed for the same service, but the old principals of underground primary crusher sizing persist, perhaps to reduce the cost of operating labor and the frequency of maintenance and repairs.

Truck Haulage

Underground mines served by truck haulage from ramp or adit do not require an underground crusher, but there is a limit to the amount of traffic that such an entry can bear. Several current trends are allowing the vertical depth to which ore bodies may be practically exploited by truck haulage to increase.

• Larger trucks (up to 70-tonne capacity)

• Road trains (truck tractor and trailers)

• Twin entries (permitting one-way traffic)

• Block signals (and even transponders) to control traffic

Nevertheless, when high production is to be transported over a long distance, a crusher-fed belt conveyor remains a more economical alternative.

Winning architects built Rangers, Giants for the long haul

SAN FRANCISCO — The San Francisco Giants and Texas Rangers take great pride in the number of significant players they've developed through their farm systems, but both teams know they wouldn't be in the World Series without wheeling and dealing that continued as long as the rules allowed.

They spent the summer making moves — one team, then the other — almost as if they knew they'd be matching rosters for 10 days in the fall.

From the Rangers' high-profile grab of pitcher Cliff Lee in early July to the Giants' fine-tuning of their bullpen at the July 31 trade deadline to waiver claims and deals all through August that had both general managers accused of acquisition overkill — charges from which they've clearly been acquitted — the Rangers' Jon Daniels and the Giants' Brian Sabean have assembled collections of parts that have turned into magic potions for success.

GIANTS: Odd mix of pitching and talent jelled into NL champions

"We have some characters here, whether you want to call them castoffs or misfits," Giants manager Bruce Bochy says. "I compare them to The Dirty Dozen. That's the way they play, but they've coalesced into a team that goes out there to win."

That's perhaps the most surprising and gratifying part of the Giants' progression through this season: Personalities meshing on the fly, egos taking a back seat to changing roles.

"It did change our lineup and changed some roles," Bochy says. "I'll start with Pat Burrell. We brought him up to be a pinch-hitter. But the way he played, he forced himself into the lineup. It's nice to have a group of unselfish players who have one agenda, and that is to get to postseason. There is no complaining. They accepted their roles, which they probably weren't real happy (about)."

Rangers manager Ron Washington understands the difficulty of that immersion of personalities and adjustments to lineups, but he's seeing the results of a longer process.

"Any type of change takes time," Washington says. "Any type of change takes repetition. It takes belief. It takes the right group of guys. I finally got the right group of guys. They started understanding how important pitching is, how important defense is."

Both teams have been building with a purpose, similarly focusing on pitching and defense.

"Everyone knows we built around pitching and more pitching on top of that," says Tim Lincecum, the Giants' Game 1 starting pitcher and two-time National League Cy Young Award winner. "We built the starting rotation around guys like myself and (Game 2 starter Matt) Cain, who came up through the system and understood it."

The Giants rotation of Lincecum, Cain, Jonathan Sanchez and Madison Bumgarner will be the first all-homegrown group to start their team's World Series games since the 1986 Boston Red Sox used Roger Clemens, Bruce Hurst, Dennis "Oil Can" Boyd and Al Nipper.

The Giants knew since spring training that the success of their season hinged on finding enough offense to support the pitching staff.

That was the focus most of the summer, beginning with the May 29 signing of Burrell, who had been released by the Tampa Bay Rays. He forced his way into a lineup that already had the surprising addition in center field of Andres Torres — signed as a 31-year-old journeyman free agent before the 2009 season.

The rest of the offensive additions came in August, when players had to be slipped through the waiver process. Infielder Mike Fontenot came from the Chicago Cubs on Aug. 13 and outfielder Jose Guillen from the Kansas City Royals two days later. When Cody Ross was claimed off waivers Aug. 22, the biggest question was how could the Giants fit him into their crowded outfield.

They found a way, especially when he hit and kept hitting, so much so that he became NLCS MVP.

The Rangers were equally active all summer, supplementing a team with good offense, improving defense and a pitching staff beginning to dispel the theory that effective pitching in the Rangers' ballpark would never be more than a pipe dream. But they were lacking one main ingredient.

"We were able to put some pieces together to compliment what we already had," says owner and club President Nolan Ryan. "Cliff (Lee) was the biggest one. He gave us that lead horse."

Lee's July 9 acquisition from the Seattle Mariners topped off a rebuilt rotation that improved so much that Texas' first two starters of the season aren't even pitching in the postseason. Rich Harden has been released and Scott Feldman was left off the active roster.

Lefty C.J. Wilson was moved from the bullpen into the rotation and former Ranger Colby Lewis was re-signed after spending two seasons in Japan.

Now, Texas had a rotation to match the powerful lineup Daniels had been building. Designated hitter Vladimir Guerrero was signed in the offseason to hit fourth between Josh Hamilton and Nelson Cruz. They had come in trades — Cruz in 2006, Hamilton before the 2008 season.

But the other key deal to augment homegrown hitters Michael Young and Ian Kinsler was in 2007, when shortstop Elvis Andrus and closer Neftali Feliz came from the Atlanta Braves' minor-league system in a deal for Mark Teixeira.

Daniels filled out his lineup by adding catcher Bengie Molina on July 1 and outfielder Jeff Francoeur on Aug. 31, the last day for players to be added and be eligible for the playoffs.

The Rangers GM says he doesn't have a favorite deal.

"I'm most proud of putting together our management team," he says. "Our front office, Ron Washington, putting that team together — how well they work together."

That, Daniels says, allows him to make moves with confidence.

"I hadn't seen Colby Lewis 2.0," he says. "Our people had, and they convinced me he had reinvented himself as a pitcher. They were right on."

Elections put new focus on government spending

 

With Republicans poised to gain seats in Congress on Election Day, the issue of government spending is set to rocket to the top of the agenda in Washington - along with fresh promises to rein in the nation's record budget deficit.

Across the country, polls show Republican candidates leading in contested races by campaigning against the Bush administration's bank bailout, Democrats' massive economic stimulus package, President Obama's health-care overhaul and other examples of what the GOP terms "runaway spending." If Republicans take control of the House, as many analysts predict, speaker-in-waiting John A. Boehner (R-Ohio) has pledged to roll back agency spending to 2008 levels and stage weekly votes to eliminate unpopular federal programs.

Those moves may appeal to conservative voters clamoring for smaller government, but they would barely dent the trillion-dollar deficits projected over the next decade by Congressional budget analysts - much less fulfill the party's vow in their "Pledge to America" to chart "a path to a balanced budget."

GOP leaders concede that point, and say they are open to broader bipartisan approaches to tackling the nation's budget problems. Boehner, for instance, has embraced the possibility of higher taxes, suggesting in a speech in Cleveland this summer that lawmakers should look at clearing out the "undergrowth of deductions, credits, and special carve-outs" in the tax code that are little more than "poorly disguised spending programs."

And many Republicans would like to stabilize Social Security's finances, a White House priority. This summer, Boehner joined House Majority Leader Steny H. Hoyer (D-Md.) in urging policymakers to consider reducing benefits by raising the retirement age.

Obama, in turn, has said he plans to focus on deficit reduction during the remainder of his first term, viewing it as one of the few areas of potential compromise with Republicans. The president has already taken steps to cut spending, proposing a three-year freeze for most agencies in his latest budget request. And he is considering an additional 5-percent cut in the request that will go to Congress in February.

Need for compromise

In interviews, however, Republicans and Democrats both say progress on the deficit depends heavily on the other side's willingness to compromise - and there are strong countervailing winds against that. On Tuesday, Democrats are expected to lose many of their most conservative members, leaving a more liberal bloc likely to oppose reductions in Social Security benefits and other spending. Republicans, meanwhile, are likely to find their ranks fortified by tea-party conservatives strongly averse to taxes and deals with Democrats.

"You get Republicans being pushed more and more by the base not to compromise on taxes, while Democrats have been going back to the old scare tactics on entitlement reform, that Republicans plan to privatize Social Security and Medicare," said Robert Bixby, executive director of the nonprofit Concord Coalition, which advocates balanced budgets. "Even though there's a mandate from the public to deal with the deficit, there isn't a mandate coming out of this election to compromise or make hard choices."

As lawmakers return to Washington next month for a post-election legislative session dedicated to taxes and spending, attention will be focused on the bipartisan commission Obama appointed earlier this year to develop a plan for cutting the deficit. Comprised of six GOP lawmakers, six Democratic lawmakers and six presidential appointees from both parties, the commission's report, due Dec. 1, will provide an early test.

The commission has delayed its decisions until after the election to avoid politicizing its efforts. Ideas under discussion include paring back tax breaks that drain away more than $1 trillion in revenue each year, such as the deduction for mortgage interest claimed by many homeowners. The commission also is looking to cut discretionary spending, particularly defense.

Over the longer term, the commission is looking at adjustments to Social Security, such as raising the retirement age beyond 67 - where it is now scheduled to settle for people born after 1960 - and reducing benefits for wealthier retirees. Meanwhile, Sen. Kent Conrad (D-N.D.), chairman of the Senate Budget Committee, and Rep. Dave Camp (R-Mich.), the senior Republican on the tax-writing House Ways and Means Committee, are talking about a broader rewrite of the tax code.

Erskine Bowles, a Democrat and commission co-chairman, has suggested balancing revenues and spending at 21 percent of the nation's annual economic output, an idea that has won support from some Republicans. But Bowles has not broached the idea with commission members, and Conrad and Camp have struggled to reach agreement on the appropriate level of taxation.

 

'A very clear message'

image Sen. Judd Gregg (R-N.H.), a member of the deficit commission, is pressing for agreements that can be presented to Congress before the end of the year, when he plans to retire. Gregg he expects the election to boost the chances that the commission's proposals will get a serious hearing.

"This is an election that's going to have a very clear message: Do something about the deficit and debt," said Gregg, who leads a working group on Social Security. "I think the American people are going to send a very clear message, and that should give this commission even more credibility."

Privately, some Democrats say Republican control of one or both chambers of Congress could improve the odds of serious negotiations over the commission's report - and the deficit in general - because Republicans would have some ownership of the issue, and therefore a greater incentive to make progress. And Republicans say they are willing to engage.

"When you have two back-to-back years of the largest deficit spending in the history of the country in absolute numbers, people get it. We can't just be nibbling at the margins," said Rep. Tom Price (R-Ga.) , chairman of the conservative Republican Study Committee. "The American people know that the current Social Security program will not survive based upon current rules. The current Medicare program will not survive based upon current rules."

But to strike a deal with Democrats on Social Security or Medicare would almost certainly require fresh revenues. Grover Norquist, an influential Republican activist and president of the anti-tax Americans for Tax Reform, said that's a bridge Republicans will not cross.

Teenager Known for Hiccups Now Faces a Murder Charge

image MIAMI — Floridians frequently become famous either for heinous crimes or odd achievements, like building the world’s largest rubber-band ball. Rarely, however, do the two intersect, which is why the Sunshine State marveled on Monday at the fate of Jennifer Mee.

Ms. Mee, one may recall, was the “hiccup girl” of 2007 — the teenager from Tampa whose nonstop hiccups, up to 50 times a minute for six weeks, caught the attention of the nation. Now she is back in the spotlight, facing murder charges.

The police in St. Petersburg say Ms. Mee, 19, lured Shannon Griffin, 22, to a home there on Saturday, where two male accomplices — Laron C. Raiford, 20, and Lamont Newton, 22 — tried to rob him. When Mr. Griffin resisted, he was shot four times and killed, the police said.

Ms. Mee, Mr. Raiford and Mr. Newton are all charged with first-degree murder. A judge on Monday ordered them held without bail.

The police said in a statement that the three had admitted their involvement, but the authorities did not divulge who was accused of pulling the trigger.

Rachel Robidoux, Ms. Mee’s mother, cried in a radio interview on the “MJ Morning Show” on WFLZ in Tampa. “I don’t think she knew what was going to happen, because that’s not Jennifer,” Ms. Robidoux said. “She’s not out to hurt anyone.”

Ms. Robidoux said that she did not know where her daughter might have gone wrong, but that the hiccup fame — “her case wasn’t a case of the hiccups, it was a curse of the hiccups,” she said — might have led to the wrong crowd of friends.

“All of a sudden people knew her name and she would talk to them on different chat sites, and they would act like they knew her when they didn’t,” Ms. Robidoux said. “She’s very naïve, and I just think she was getting herself into stuff when she didn’t know what she was doing.”

NPR Under Fire After Canning Juan Williams

News analyst Juan Williams' firing from National Public Radio for comments he made about being nervous when flying alongside devout Muslims has sparked a public outcry that includes calls for investigations and a cut in public funding to the broadcaster.

"I think the U.S. Congress should investigate NPR and consider cutting off their money," said Former House Speaker Newt Gingrich, who is also a Fox News contributor

Gingrich called the firing "an act of total censorship."

"I think the whole idea that if you honestly say how you feel about Islam -- what he said was very balanced, people should read what he actually said -- the idea that that's the excuse for National Public Radio to censor Juan Williams is an outrage and every listener of NPR should be enraged that there's this kind of bias against an American," Gingrich said.

NPR President and CEO Vivian Schiller sent an internal memo Thursday seeking to clarify why Williams' contract was terminated, claiming that the remarks he made on Fox News' "The O'Reilly Factor" weren't the only problem -- he was canned because he's become a pundit rather than an analyst.

"Juan's comments on Fox violated our standards as well as our values and offended many in doing so," Schiller wrote in the memo, obtained by Fox News.

"This isn't the first time we have had serious concerns about some of Juan's public comments," she wrote. "Despite many conversations and warnings over the years, Juan continued to violate this principal (sic).

Speaking at the Atlanta Press Club Thursday, Schiller defended the firing, saying Williams should keep his feelings about Muslims between him and "his psychiatrist or his publicist."

Williams told Fox News that he was fired Wednesday by Ellen Weiss, NPR's vice president for news. He said Weiss told him he made a bigoted statement and crossed a line.

"I said, 'You mean I don't even get the chance to come in and we do this eyeball-to-eyeball, person-to-person, have a conversation? I've been there more than 10 years," Williams said. He said Weiss responded that "there's nothing you can say that would change my mind."

But Williams has won considerable support from media figures and lawmakers. The hosts of ABC's "The View," whose raucous interview with O'Reilly last week sparked a weeklong back-and-forth about making a distinction between Muslims and Islamic extremists, said NPR was wrong to let Williams go.

"I don't think he should have been fired, because, in fact ... lots of people have this idea," said host Whoopi Goldberg.

Host Barbara Walters said Williams perhaps should have been chastised, not fired because he was on the show to give his perspective.

"I think they were very wrong," she said of NPR.

Republican Rep. Peter King went further, calling on Congress to nix any federal money NPR gets "because of its indefensible bias."

"NPR has disgraced itself by caving into CAIR (Council on American-Islamic Relations) and by firing Juan Williams for exercising his right of free speech," he said. "This is political correctness carried to its extreme form."

Former Arkansas Gov. Mike Huckabee, who hosts a show on Fox News, called on Congress to stop cutting checks to NPR and said he will no longer accept interview requests from NPR "as long as they are going to practice a form of censorship."

"NPR has discredited itself as a forum for free speech and a protection of the First Amendment rights of all and has solidified itself as the purveyor of politically correct pabulum and protector of views that lean left," he said.

Free Press, a nonprofit advocating media reform, denounced the calls to defund NPR.

"It is time to stop playing politics with our nation's public media system," Free Press President Josh Silve said in a written statement.

"Calling for Congress to defund NPR is nothing more than political opportunism by public figures who have built a career on such shenanigans," he said. "Regardless of what you think about Juan Williams' dismissal, calling for the defunding of NPR is like asking for the death penalty in small claims court."

In June, Rep. Doug Lamborn, R-Colo., introduced legislation to end taxpayer funding of PBS and NPR -- a bill that he says would save taxpayers about $450 million each year. But the bill has been largely ignored and gone nowhere.

The Corporation for Public Broadcasting (CPB), the parent company of PBS and NPR, received $420 million in taxpayer funds in 2010 and has requested $608 million for the next funding cycle that begins in 2013.

NPR says government funding makes up less than 2 percent of it budget, with the rest coming from station fees, sponsorships and grants. This week, the radio network received $1.8 million from billionaire investor George Soros to hire journalists to cover legislatures in all 50 states.

The Council on American-Islamic Relations had urged NPR to take swift action against Williams. The group said such commentary from a journalist about racial, ethnic or religious minority groups should not be tolerated.

"NPR should address the fact that one of its news analysts seems to believe that all airline passengers who are perceived to be Muslim can legitimately be viewed a security threats," said CAIR National Executive Director Nihad Awad.

CAIR national spokesman Ibrahim Hooper told Fox News that the group is "pleased that the network addressed Muslim concerns."

"It was really up to them what to do in response," he said. "I think everyone has recognized now that perhaps it wasn't a good fit between the network and Mr. Williams."

Hooper said he did not think Williams, an African American who has written extensively on civil rights in the United States, is a bigot. But Hooper said, "Everybody's accountable for their words and their actions, and when he seemed to legitimize singling out people who are perceived to be Muslim based on their attire on airlines, I think that crosses the line."

Court Keeps Military Gay Policy for Now

In response to an emergency request from the government, a three-judge panel of the Court of Appeals for the Ninth Circuit, in San Francisco, issued a one-page order late in the day allowing the Pentagon to continue enforcing the “don’t ask, don’t tell” law, which bars openly gay, lesbian and bisexual service members.

The decision, which returns the law to the status quo before a Federal District Court judge in California declared it unconstitutional, will be in effect while the appeals court considers whether to issue a longer stay, until February, when the Ninth Circuit will hear the full appeal. A decision about the longer stay could occur as early as next week; the parties have been told to prepare briefs on the issues by Monday.

The stay almost certainly means the government will go back to enforcing the law as it did before the lower court issued an injunction against it.

Dan Woods, the lawyer for Log Cabin Republicans, which brought the legal challenge to the law, called the stay a “minor setback” and predicted a victory on the question of the long-term stay. “We didn’t come this far to quit now,” he said.

The stay was issued after military recruiting stations got a brief taste of what life might be like in a world without “don’t ask, don’t tell.”

Many consider the decision by the military to begin accepting openly gay applicants before the stay as a landmark moment in American history. But for William Kelley, a young man thinking about enlisting, it was just an overdue act of common sense.

“It was a terrible rule,” said Mr. Kelley, an unemployed 25-year-old who was leaving a recruiting office in Washington after getting results for an aptitude exam for the Navy. “It’s the type of thing we’ll look back on and feel ashamed of.”

A dozen potential recruits interviewed in the capital on Wednesday echoed his comments. The issue, they said, was one of basic fairness. They said people should be allowed to be themselves no matter where they work. Society — at least for many young Americans — had moved on, and it was time for the military to follow suit.

Military officers have argued that if the change is made too quickly, it will place the military on a collision course with federal statutes. Families and spouses of soldiers have access to benefits like housing, health care and education through marriage, which the federal government does not recognize for same-sex couples.

“Will this make problems for the military?” said William Brown, a student who had come to the recruiting office to get information about the Army Reserve, possibly as a way to earn money to finish college. “Maybe. But they’ll just have to adjust.”

At the recruiting station here, not everyone shared the opinion.

A 21-year-old who declined to give his name said that he feared sexual advances by gay men in boot camp, and that he hoped to finish training before the repeal took effect. He said he knew no gay people and admitted that he had never been approached by one.

The recruiting office was having a slow day, and Mr. Kelley was part of a trickle of potential recruits. He is not gay, he said, but does know a gay fashion designer in Manhattan who served in the Marines and a gay actor who played a soldier in an Army advertisement on television.

Society is ready to respect their rights, he said.

A man in his 50s who did not give his name but identified himself as the janitor in the recruiting office shook his head.

“This would have happened a long time ago,” he said, “but we’re dealing with politicians.”

CIA acknowledges "missteps" led to officers' deaths

(Reuters) - The CIA on Tuesday acknowledged "missteps" and "shortcomings" that allowed a would-be informant to enter a U.S. base in Afghanistan and blow himself up on December 30, killing seven CIA officers.

The mistakes included failing to act on warnings about the assailant, a double-agent from Jordanian intelligence, or take security precautions that may have prevented the second most deadly attack in agency history, according to an internal investigation.

Suicide bomber Humam Khalil Abu-Mulal al-Balawi tricked the CIA into believing he could be a useful tool in the battle against al Qaeda, and was invited inside a well-fortified U.S. compound in Khost province in southeast Afghanistan, near the border with Pakistan.

"He had confirmed access within extremist circles, making a covert relationship with him -- if he was acting in good faith -- potentially very productive," CIA Director Leon Panetta said in note to agency employees. "But he had not rejected his terrorist roots. He was, in fact, a brutal murderer."

Panetta cited mistakes by the agency revealed in the investigation, notably the CIA's failure to properly vet Balawi, who made a suicide video released after his death calling on militants to launch more attacks.

But they also included critical security lapses and communication breakdowns.

One of the biggest mistakes may have been the failure of a CIA officer in Jordan to pass along concerns raised by Jordanian intelligence about Balawi's ties to al Qaeda.

"The Jordanians raised concerns about Balawi," said a U.S. intelligence official.

"Those concerns were weighed against the information he had already provided, and his potential to lead us to the most senior figures in al Qaeda."

NO ONE PERSON TO BLAME

Immediately after the bombing, Panetta defended the agency against accusations of a security blunder.

In a column written for The Washington Post in January, he said the bomber detonated his explosives just before security guards were about to search him. He said no one ignored the hazards, and it "was not a question of trusting a potential intelligence asset."

On Tuesday, Panetta suggested the shortcomings within the agency were too broad to isolate blame.

"These missteps occurred because of shortcomings across several agency components in areas including communications, documentation and management oversight," Panetta said.

"Responsibility cannot be assigned to any particular individual or group."

Panetta said he had approved in recent months 23 actions, including tightened security procedures and creating a counter-intelligence vetting cell that would focus on "high-risk/high-gain" informants, like Balawi.

He noted that counterterrorism work still required working with "dangerous people in situations involving a high degree of ambiguity and risk."

Bank of America to restart foreclosures in 23 states

Just 10 days after announcing a nationwide halt to foreclosure sales, Bank of America, the nation's largest bank, said Monday that it would begin resubmitting paperwork on Oct. 25 to restart foreclosures on borrowers who missed their payments in 23 states.

If judges approve the new filings, the bank expects that the sales of foreclosed properties will start up once again in the states where a court order is needed to foreclose on a home.

The bank said it will continue to freeze foreclosure sales and review files in the District of Columbia and the other 27 states, including Maryland and Virginia, which do not require a judge's action. Reviewing its process in those jurisdictions will take several more weeks, the bank said in a statement.

But it is unclear whether the courts will accept the new paperwork. Some judges have said in interviews that they are considering throwing out entire cases and making the banks file new ones, which would be costly and time-consuming.

"The companies are overstating the ease of withdrawing these affidavits and then resubmitting them," said Judge Lynn Tepper of Florida's 6th Circuit Court.

Amid reports of forged documents, faulty notarizations and "robo-signers" - who signed off on thousands of evictions every month without reading the files as required by law- Bank of America announced its nationwide freeze Oct. 8 to review its procedures. Lawmakers cheered the move and called on other lenders to follow suit. A few days later, the Obama administration argued that a national moratorium would be harmful to the fragile real estate market.

The bank found during its review that, paperwork errors notwithstanding, nobody had been wrongly foreclosed upon, said spokeswoman Jumana Bauwens. "The foreclosure decisions have been accurate," she said.

Filing the new foreclosure paperwork in 102,000 cases will begin Monday and will take several weeks, according to a statement by the bank, which reports earnings Tuesday morning.

Bank of America's announcement doesn't resolve the challenges it and other banks face from the foreclosure mess.

These companies are now confronting newly energized housing lawyers and more skeptical judges. They must also wrestle with differing legal interpretations from state to state.

It is also not clear how Bank of America and other banks will resolve the other flaws with the foreclosure process that have surfaced in recent weeks, including questions about whether banks in some cases lost the paperwork proving that they have the legal right to foreclosure as they sold the mortgage loans to Wall Street investors.

Bank of America said it had consulted with its biggest mortgage investors before making Monday's announcement. Investors have a lot on the line, since they lose income when borrowers stop paying their monthly mortgages and don't reclaim any of that money until a home is sold at foreclosure.

Bank of America said it imposed the moratorium "to give customers confidence they are being treated fairly," according to a statement.

The bank's stock has taking a beating recently. Last week, it fell 9 percent to hit its lowest level for the year. On Monday, it rebounded, closing at $12.34, up 36 cents, or 3 percent.

J.P. Morgan Chase has delayed 115,000 foreclosure sales in 41 states and says it expects to resume foreclosures in a few weeks. Wells Fargo says it doesn't plan to freeze any foreclosures. PNC Bank has halted some foreclosures in 23 states.

Pentagon braces for huge WikiLeaks dump on Iraq war

Reuters) - The Pentagon said on Sunday it had a 120-member team prepared to review a massive leak of as many as 500,000 Iraq war documents, which are expected to be released by the WikiLeaks website sometime this month.

Pentagon spokesman Col. Dave Lapan told Reuters the timing of the leak remained unclear but the Defense Department was ready for a document dump as early as Monday or Tuesday, a possibility raised in previous WikiLeaks statements.

Still, people familiar with the upcoming leak told Reuters they do not expect WikiLeaks to release the classified files for at least another week.

If confirmed, the leak would be much larger than the record-breaking release of more than 70,000 Afghan war documents in July, which stoked debate about the 9-year-old conflict but did not contain major revelations.

It was the largest security breach of its kind in U.S. military history.

"It's the same team we put together after the publication of the (Afghan war documents)," Lapan said, adding it was unclear how many of the 120 personnel would be needed to contribute to the Iraq leak analysis.

Although the Iraq conflict has faded from public debate in the United States in recent years, the document dump threatens to revive memories of some of the most trying times in the war, including the Abu Ghraib prisoner abuse scandal.

It could also renew debate about foreign and domestic actors influencing Iraq, which has been wrestling with a political vacuum since an inconclusive election in March.

One source familiar with the Iraq documents said they are likely to contain revelations about civilian casualties, but expected them to cause less of a stir than the Afghan leak.

Lapan said the Pentagon team believed it knew which documents WikiLeaks may be releasing since it had already reviewed the Iraq war file. That could speed up its assessment about potential fallout.

NO INTEL SOURCES COMPROMISED

At the time of the Afghan war leak, the top U.S. military officer, Admiral Mike Mullen, warned that WikiLeaks may have the blood of U.S. soldiers and Afghan civilians on its hands because it had leaked documents naming U.S. collaborators.

Still, U.S. Defense Secretary Robert Gates said in a letter to the head of the Senate Armed Services Committee, viewed by Reuters, that the leak had not revealed any "sensitive intelligence sources or methods."

Gates said disclosing the names of cooperating Afghans, who could become targets for the Taliban, could cause "significant harm or damage to national security interests of the United States." The letter was dated August 16.

WikiLeaks says it is a non-profit organization funded by human rights campaigners, journalists and the general public. But the Pentagon has demanded it return classified information and critics have questioned its perceived anti-war agenda.

Justin Bieber Reportedly Under Investigation For Laser Tag Scuffle

Teen superstar Justin Bieber is reportedly involved in an investigation in his native Canada for an alleged assault at a Richmond, British Columbia laser tag center.

Royal Canadian Mounted Police confirmed Sunday (October 17) that an investigation was underway regarding an incident at a "Richmond entertainment facility" just before 5:30 p.m. on Friday. The father of a 12-year-old boy told authorities that his son was assaulted by another young male at the facility. The tween didn't need medical attention and walked away with "minimal injuries."

Since the suspect is under 18, police have not released the name of the accused party. However, many reports have stated that 16-year-old Bieber is being pegged as the attacker and the RCMP has stated, "We are aware of speculations concerning the identity of one of the parties allegedly involved."

A rep for Bieber did not respond to MTV News' request for comment at press time. Bieber, an avid tweeter, has not yet addressed reports either.

Unnamed sources have told TMZ that the incident went down at Planet Lazer, a laser tag chain that has a location in Richmond. The website, however, paints a different picture of the incident, reporting that Bieber was targeted by an overzealous laser tag participant who lobbed an anti-gay slur at the teen idol. When the 12-year-old stuck his hand out toward Bieber, the pop sensation apparently batted it away and then left the center.

The incident comes during a busy time for the "Baby" crooner. The singer announced Friday that his buzzed-about 3-D flick "Never Say Never" will be released in February. His illustrated memoir, "Justin Bieber: First Step 2 Forever: My Story," just hit shelves and he is helming a nail polish line. His chart-topping music continues to make an impact and the singer is up for four American Music Award trophies.

Chile Completes Rescue of All 33 Miners

image Chilean rescuers ended a marathon operation Tuesday and freed all 33 miners trapped underground for more than two months.  All of the rescued miners were sent for medical treatment and several of them are expected to undergo surgery in the coming days.
Chilean officials say the rescue operation at the San Jose mine in northern Chile advanced more quickly than expected. Initially, officials said it might take 48 hours to pull the miners to the surface through a 622-meter rescue shaft.
Rescue crews honed the process throughout the day, enabling them to pull each miner to the surface in about 15 minutes.
Rescue crews and officials cheer and clap as each miner arrives at the surface, where family members are waiting for him.  Medical teams rush each man  to a hospital in nearby Copiapó for a thorough examination.
Chile's President Sebastián Piñera is at the site to greet each rescued miner.
After Victor Zamora surfaced, Mr. Piñera told him that he was never alone, saying that the government fulfilled its promise to bring the men back alive.
The rescue ends a two-month-long ordeal for the men, who were trapped by a cave-in at the gold and copper mine on August 5.  The men were cut off from the surface for 17 days, until a drilling crew located them.
Chilean Mining Minister Laurence Golborne offered thanks to scores of experts and others who have helped carry out the rescue operation.  But he cautioned that the job was not over yet.
Golborne said weeks of work are finally paying off, but officials will not be satisfied until the rescue is completed.
Health Minister Jaime Mañalich says many of the miners appear to be in better health than expected.  He says each miner will undergo a series of tests, including a lung x-ray and heart monitoring, and that some might receive psychiatric treatment, if needed.
A few miners are expected to receive dental surgery in the coming days to treat abscesses and other conditions.  Mañalich says the most serious case was a miner with pneumonia.
He says the miner will likely remain in intensive care for several days to receive oxygen and other treatments.
More than 1,000 journalists are covering the rescue operation at the remote San Jose mine in the Atacama desert.  During the past two months, relatives of the miners and rescue crews have gathered outside the mine, forming a community they call Camp Hope.
Millions of people around the world are watching the rescue operation unfold on television.  In Washington, U.S. President Barack Obama says he watched the first miner being freed, adding that it was a tribute to the hard work of the rescue workers and the Chilean people.  He thanked people from around the world who contributed to the operation, including a U.S.-based drilling team and experts from the U.S. space agency, NASA.
